The article outlines the main trends of modern educational policy and priorities for the de-velopment of higher education in the Russian Federation. Among the main trends in the arti-cle, in comparative terms, the university ranking system is specifically considered, which is expressed in the stratification of institutions of higher education at vertical and horizontal levels. The positive potential and risks of such stratification are characterized.
