I.A. Shevchenko THE PROBLEM OF THE “PUB CONSTITUTION” RUSSIAN VILLAGE IN THE LEGISLATIVE INSTITUTION OF RUSSIA AT THE BEGINNING OF THE XX CENTURY

The article is devoted to the discussion in the State Council and the State Duma of the Russian Empire of the problem of providing rural societies with the right to prohibit drinking trade on their territory. The paper analyzes the discussions that took place at meetings in the Mariinsky and Tauride Palaces at the turn of 1900–1910. as part of the development and discussion of measures to combat alcoholism.
