The article is devoted to the discussion in the Maritime Department on determining the foreign policy priorities of the maritime policy of the Russian Empire in 1895-1898. The sequence of decision-making on the reorientation of the main forces of the Russian fleet to the Far East is studied. The source base of the research consists of documents of the Maritime Department from the collection of the Russian State Archive of the Navy (RGA of the Navy), as well as documents of personal origin – diaries and memoirs of participants in the events.
