This article analyzes the history of the origin and development of the town of Lebedyan. The relevance of the research lies in the need for the development of small towns in Russia, in solving their economic and demographic problems. In order to make this issue one of the prevailing ones in the state policy of this country, it is necessary to study the peculiarities of the development of cities and towns from the early days of their existence. The novelty of this study lies in an attempt to analyze relevant statistical data and compile a comparative description of the level of Lebedyan development and some other county towns of Tambov province in the 19th century. Research methods: analysis of sources, works of local historians and archaeologists. The task of the work is to systematize the obtained data on changes in the population of Lebedyan, on the development of industry and the economy.
