Graduated from the history Department of the Moscow State Pedagogical Institute named after V. I. Lenin (1977). In 1977-1983, he worked as a history teacher and organizer of educational work in schools in Moscow. Since 1984, he has been working in the system of Academy of Pedagogical Sciences of the USSR – Russian Academy of Education.
He completed full-time postgraduate studies (1986) and doctoral studies (1993) in the Institute of theory and history of pedagogy of Russian Academy of Education. In 1987-1990, he was a senior researcher at the laboratory of the history of Soviet pedagogy at the research Institute of General pedagogy of the USSR Academy of education. Since 1991, leading researcher, since 2001, chief researcher of the laboratory of methodology of historical and pedagogical research of Institute of education development strategy of the Russian Academy of Education. Since 2011, head of the laboratory of the history of pedagogy and education of the Institute of education development strategy of the Russian Academy of Education.
As a result of the research, he presented the process of development of pedagogical science and education in a holistic form; implemented methodological approaches to the interpretation of the history of pedagogy as an effective factor in solving modern problems of education. Based on the retrospective material, he carried out research in the field of philosophy and axiology of education. Developed a set of methodological approaches to the study of educational processes (paradigm, modernization, axiological), Justified and implemented methodological approaches to the implementation of the experiment on historical and pedagogical material.
Developed and implemented educational-methodical complex on the history of education for the system of higher professional and post-diploma education: the textbook “History of pedagogics” (M., 2007) (lead author), textbook “Twentieth century of Russian education” (2012), curriculum, a series of anthologies and selected works of the classics of pedagogy.
