Review Process
All the manuscripts submitted for publishing undergo mandatory double blind peer review.
- The submitted articles are reviewed by members of the editorial board as well as external reviewers – Russian or foreign experts in relevant scientific realms. The editor-in-chief, the deputy editor-in-chief, the executive editor takes a decision concerning selection of a reviewer for expert evaluation of a particular article. Reviewers have 3-4 weeks at their disposal to do the job, but this term can be prolonged at their request.
- Each reviewer has a right to refuse to give his/her expert evaluation in case of conflict of interest which may have a negative impact on perception and interpretation of the materials presented in the manuscript. After reviewing the manuscript a reviewer gives a grounded judgment concerning acceptance or rejection of the article. The following decisions are possible:
- the article is accepted to be published in its current state;
- the article can be published after the author makes a revision in light of the reviewer’s comments; another round of reviewing is not required;
- the article needs a revision in light of the reviewer’s comments; another round of reviewing is required;
- the article cannot be published even after a revision.
- In case the authors refuse to make a revision of their materials, they should inform the editorial staff (in the oral or written form) that they recall their articles. The editorial board will have to exclude the manuscript from consideration if the authors do not submit the revised version within 3 months since notification time. On such occasions the authors are notified that their manuscript is excluded from consideration as they failed to meet the set deadline for the article revision.
- The editorial staff provides not more than two rounds of reviewing for each manuscript. If two revisions are made by the author, but reviewers or members of the editorial staff still find serious faults in the text of the article, the manuscript is excluded from consideration. On such occasions the authors are notified.
- If the author and the viewers face insoluble contradictions concerning the submitted materials, the editorial staff by agreement with members of the editorial board and the editor-in-chief may send the manuscript for additional reviewing. In conflict situations the decision to publish the article is taken by the editor-in-chief at the meeting of the editorial board.
- The decision to reject the manuscript is taken at the meeting of the editorial board on the basis of the reviewers’ comments. The rejected article can’t be submitted for consideration again. In case the article is rejected the authors are notified by an email.
- In case of the editorial board’s decision to accept the article, the author is notified and informed about the time of publication.
- The expert’s positive evaluation does not provide sufficient grounds for publishing the article. The final decision is taken by the editorial board. In conflict situations this decision is taken by the editor-in-chief.
- The authors have the right to challenge the decision to reject the article. To that end they should write a letter to the editor-in-chief. The letter should clearly state the author’s reasons for disagreement, present arguments for reconsideration of the decision. The author is also required to send the revised manuscript (in case the revision is worth making). The editor-in-chief personally resolves disputable cases as well as considers the letters mentioned above at the meeting of the editorial board. The decisions taken by the editor-in-chief are regarded as final and conclusive.
- Original reviews and manuscript consideration records are kept at the editorial office for not less than 5 years.
- Manuscript reviews as well as correspondence between the authors and the editorial office are not revealed to public but are used only in the editorial office document workflow and in correspondence with the authors. If required review copies can be sent to the Ministry of Science and Higher Education of the Russian Federation.

The journal is registered in the Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (Roskomnadzor). Registration certificate for a media outlet ПИ № ФС77-74882 dated Januars 13, 2019.
Russian Ministry of Education and Science Act, dated 22.10.2021 №411-р, puts the journal into List of State Commission for Academic Degrees and Titles for four scientific fields: 5.6.1., 5.6.2., 5.8.1, 5.8.7.
General Requirements for the Manuscript
The authors of the manuscript, containing the results of their original research, must present valid data as well as objective conclusions concerning the significance of their research. The scientific data, laying the foundation for the research, must be presented accurately in accordance with source documentation. The description of materials and methods must be precise enough to make it possible for other scholars to reproduce the research and obtain identical results.
Scientific reviews (including systematic ones) must be precise and objective. If the authors use false data or produce statements known to be false, it will be regarded as a serious violation of publication ethics. The manuscript will be rejected.
Advertisement Policy
The editorial staff adheres to ethical standards in their work and asserts their right to editorial independence. Published advertisement and sponsorship cannot influence the decision whether to accept or reject the submitted materials. The journal does not publish materials to support advertisement and doesn’t sell advertisement for a certain article.
Access to Source Data and Their Storage
The editorial staff has the right to request the basic data from the authors if needed, including the cases when reviewers and editors ask for it. The author must be ready to provide the editorial staff with this kind of information (according to ALPSP-STM Statement on Data and Databases) and store these data for an adequate period of time.
Originality and Plagiarism
The journal doesn’t publish plagiarism in any of its forms including works with plagiarized text, ideas or data.
To cases of plagiarism the editorial staff refers:
- the usage of any materials of any volume (direct quoting) without mentioning their source;
- the usage of any graphical images (pictures, sketches, photos, graphs, schemes, etc.) without mentioning their source;
- the usage of any graphical images (pictures, sketches, photos, graphs, schemes, etc.) without the copyright holder’s consent in case these materials have already been published in scientific or popular science editions;
- the usage of materials without written permission if their authors or copyright holders forbid the use of these materials without their consent.
To forms of incorrect borrowing the editorial staff refers:
- the absence of graphical markers of a directly quoted text in case the reference is made to the source of borrowing; incorrect reference (incomplete bibliographical description of sources, which hampers their identification);
- the cases when the reference is made not to the original source of the borrowed text, without mentioning this fact (the original source identification error);
- absence of reference to the sources, mentioned in the bibliographic list that follows the article;
- excessive citing of works, including the author’s works (with correct references made), when the volume of the quoted text is not justified by the genre or aim of the article).
The authors of the manuscripts must submit original works. If they mention other scholars’ results in their materials they should make references to original sources, included in the bibliographic list at the end of the article. If the text has already been published in another edition, its citation should be represented as direct speech with inverted commas and its original source must be mentioned. It is unacceptable to use long fragments of the borrowed text in the manuscript.
Manuscripts sent to the journal for publication are subjects to mandatary check by “ANTIPLAGIAT” system. If the editorial staff has any doubts concerning the text uniqueness, additional tools may be used to search for borrowings. The editorial staff of the journal strongly advises the authors not to use any technical tricks to improve the check results given by “Antiplagiat” system.
If traces of technical modifications, aiming at falsifying the unique character of the text, are discovered in articles, they will not be published even after a revision. The editorial staff informs reviewers about such facts, and, if the author of the article works in an educational establishment, its administration is also notified.
In case incorrect borrowings are discovered or the text demonstrates a low uniqueness quotient (<75%), the manuscript is rejected.
Reviews and other articles which objectively require abundant citation are considered by the editorial staff by exception.
The articles which contain more than 20% of materials already published by the author (in the form of a thesis, synopsis of a thesis, a monograph, previous publications in journals, etc.) are not accepted for publication.
Plagiarism of ideas and plagiarism of data can be discovered at the stage of reviewing or after publication. Readers can inform the editorial staff about the discovered cases of plagiarism. If the fact of plagiarism (illegal borrowing of research results or ideas) is discovered, the manuscript will be rejected or withdrawn if it has already been published.
Multiplicity, Excessiveness, Simultaneousness of Manuscripts
Authors must not publish numerous manuscripts devoted to the same scientific research in the same journal as original works.
Submitting one and the same manuscript to different journals is regarded as ethical misbehavior. The editorial staff will reject any manuscripts which are being considered or already published in other editions.
Publication of articles of a certain kind (for instance, a translated article) is possible (if certain conditions are met). In case of a “repeated” publication the copyright issues are managed by exception. The general rules for a “repeated” publication are as follows:
- making a full bibliographic reference to the “original” publication;
- preserving original bibliography of the first publication.
Recognition of Original Sources
Scholars should always recognize the contribution made by other scientists in the carried out research. Authors should make reference to publications which were significant for their own research. The data, obtained in informal communication (for instance, while talking, corresponding or discussing something with a third person), must not be used or presented without a written consent of these people. The information, obtained from a confidential source (for example, about winning a grant for research work), must not be mentioned in the manuscript without an explicit written consent of the author who is privy to these confidential sources.
Publication Authorship
The authors of a publication are those people who made a considerable contribution into the conception of the work, its fulfillment and interpretation of the results as well as into the creation of the manuscript text (including scientific and stylistic editing, presenting the text of the manuscript in accordance with the journal requirements).
The First Author
The first author mentioned in the list of names should be the head of the writing team. It is a person who made the greatest contribution into creation of the manuscript and is aware of the whole process of the research. This person should also take the responsibility of “the corresponding author” and communicate with the journal editorial staff and the readers (after publication of the article).
Coauthors are those who have contributed considerably into creation of the manuscript text and the carried out research. In cases the researchers did a great deal for the research project they must be mentioned as scholars, who contributed considerably into this research.
The author must make sure that among the names of coathors are only those who contributed considerably into the research and those who didn’t take part in the research are not mentioned. Also the author should make sure that all coauthors have seen the final version of the manuscript and agreed that it should be sent for publication.
The Object of Research and their Risks
If living people or animals were objects of experimental research, the authors must mention in their manuscript that all stages of the research were carried out in accordance with existing laws and regulations. The authors should also provide the detailed information about the fact that the research record was considered by the ethics committee. This information should include the name of the committee (or organization, that set it up), the dates and numbers of meeting record at which the research was approved. The editorial staff has a right to request the copies of these records from the authors.
The manuscript should contain the explicit information that all people who served objects of the research gave their informed consent.
The authors are personally responsible for keeping the names of participants of the research in secret. The authors should guarantee that it is impossible to identify objects of the research using the manuscript materials.
Revealing the Conflict of Interest
All authors must reveal (declare in a corresponding part of the manuscript) financial and other obvious or potential conflicts of interest, which may be regarded as ones which could affect the results or conclusions presented in the work.
Some examples of potential conflicts of interest which need to be revealed:
- obtaining some financial benefit for participating in the research or writing the manuscript;
- some connections (contract work, consulting, owning shares, receiving fees, making expert evaluations) with organizations directly interested in the subject of the research or the overview);
- patent application or patent registration for research results (copyright, etc.);
- getting a financial support to carry out any stages of the research or writing the manuscript (including grants or other forms of financial support).
Evident or potential conflicts must be revealed as soon as possible. The information about conflict of interest, received from the authors, is not revealed to the reviewers and used by the editorial board only when they take decisions on the manuscript. Also, this information is published in the journal in a full version of the article.
Substantial Errors in Published Works
In case the authors discover substantial errors or inaccuracies in their publications they should inform the editorial staff. Also the authors should interact with the editorial staff to withdraw the publication or to correct the discovered errors or inaccuracies as soon as possible. If the editorial staff or the publisher receives valid information from a third person that the publication contains substantial errors, the author must withdraw his \ her work or correct errors within the shortest period of time, or debunk the claim that there are mistakes in the publication, providing the editorial staff with a necessary proof.
Article Retraction Policy
In some cases the editorial board of the journal can take a decision to withdraw an article (to retract it).
The article will be retracted if at some stage of its consideration, editing or after its publication the editorial staff or the readers discover a violation of publication ethics standards. Retraction of an article results in a ban to publish any materials in the journal for all members of the writing team, who are involved in this incident.
Reasons to retract an article are the following:
- discovered plagiarism in the article, including the situations when graphical images (pictures, graphs, etc.) are plagiarized, if the fact of plagiarism is revealed after the article is published (see Originality and Plagiarism)
- copyright claims on the article or some part of it from a third person;
- publication of the same article in another edition before it was published in the journal;
- substantial errors in the article which undermine its scientific value.
In such circumstances the editorial board initiates examination which may result in article retraction. The retraction act is drawn up, it is signed by the editor-in-chief. The copy of the document is sent to the author. In this case the article is not withdrawn physically from the journal and the electronic issue on the site. The editorial staff just publishes the retraction statement on an appropriate page of the electronic issue of the journal on the site.
Privacy Declaration
Some information that the authors provide for publication (surname, name, patronymic, the affiliated organization name, the organization address, e-mail, contact phone) becomes available for general public. The authors give their written consent by signing an offer. This information is published for the benefit of the authors as it is necessary for bibliographizing organizations to keep a correct record of publications and their citing. This information is also necessary to establish contacts between the author and academic community.
The personal information provided by the authors, apart from the data mentioned above (including additional e-mail, contact phones), will be used exclusively to correspond with the authors while preparing the article for publication. The editorial board takes an obligation to not to reveal this information to a third person, who could use it for some other purpose
(The materials of the largest international publishing company Elsevier, specializing in scientific and medical literature, were used for this part of the paper. The original text can be accessed at http://health.elsevier.ru/about/news/?id=990#4)
