Abstract
The study is devoted to the insufficiently studied problem of the characteristics of peasant self-government institutions and the main approaches to their reform, which developed in the period from the establishment of zemstvo district chiefs to the establishment of the State Duma. The subject of the study is the political and legal thought of the Russian Empire, in which the problem of peasant reform has traditionally been paid special attention to. The source base is represented by memoirs and writings of statesmen, periodical press materials and the writings of local committees of the Special Meeting on the Needs of the Agricultural Industry. For the first time, the authors introduce into scientific circulation the main characteristics that were given by the public to elections for positions of peasant self-government during the period under review, as well as a number of projects proposed as part of the reform of peasant self-government. It is concluded that the key trends in political and legal thought in the preparation of these projects were the transition to an all-religious volost, the introduction of an educational qualification, as well as a change in the procedure for appointing zemstvo chiefs.
