Abstract
The article examines the problem raised by the expert and local history community of the Tobolsk province related to the exploitation of Ostyak fishing grounds in the late 19th and early 20th centuries. The main methods used in the work are comparative historical, which was used to analyze materials written at different times, and historical and typological. Its application contributed to the identification of common typological features in the analysis of the phenomena under consideration and their subsequent systematization according to similar characteristics. Based on the analysis of the intellectual heritage of political exiles, publications in the local periodical press, scientific works of the museum community and regional managers (A.A. Dunin-Gorkavich), it is noted that the system of indirect foreign management, which was formed in the 19th century, was outdated and did not meet the requirements of the time. The preservation of previously established fishing rules and traditions objectively contributed to the enrichment of only large fishing merchants to the detriment of the interests of the socio-economic development of the region as a whole. And the situation of the indigenous population worsened due to the unresolved problem. The preservation of this situation seriously hindered the implementation of the resettlement policy pursued in the Russian Empire within the framework of the Stolypin course, which was also pointed out by local historians.
