The article is devoted to a brief review and analysis of the actual problem of the development of municipal educational systems of the Soviet and post-Soviet period. The content reflects the hierarchical order of subordination in the structure of education management at different levels of management. The author considers the powers of local self-government bodies of municipal districts and urban districts in the field of education. Three basic types of local self-government are presented.
