Abstract

The article is devoted to the analysis of the activities of the public administration of the cities of Yaroslavl province in the field of regulation of trade and industrial activities. Despite the uneven development of the socio-economic sphere in various cities, almost all city councils and city councils were forced to deal with these issues, entrusted to them by the legislative provisions of the urban reforms of the second half of the 19th century. On the one hand, the policy of city authorities in this area was dominated by fiscal and prohibitive measures due to the need to ensure regular tax revenues to the city treasury. On the other hand, the article identified a number of encouraging and supportive measures for merchants and industrialists coming from the city councils and administrations of the Yaroslavl province. Among the tools for solving problems in this area on the part of the municipal public administration bodies of the Yaroslavl province, mandatory resolutions of the city duma were used, which reflected many aspects of the existence of commercial and industrial establishments. When they found the lack of effectiveness of the mandatory resolutions of the city Duma in order to achieve their goals, they had to resort to the use of administrative resources, the help of the police and the provincial administration.
