The article is devoted to the theoretical foundations of social design of the educational systems, functioning in dynamic socio-economic environment. The possibility is shown of the process of decomposition of educational systems, which through systematic and synergetic approach, we can develop models and algorithms for educational systems with the property of adaptation and learning.
