R.I. Melnikova, I.V. Bogatyreva SOCIOLOGICAL ANALYSIS OF EFFICIENCY OF FUNCTIONING OF HR DEPARTMENTS IN LOCAL GOVERNMENTS

The article considers the role and value of HR departments of local governments in the system of municipal management and reveals the reasons impairing efficiency of their functioning. The paper also suggests some approaches to improvement of HR department functioning.
