Information protection of the society, the state and an individual will become systematic and reliable only when it is based on moral values of the society. People as well as the state in general are concerned with the current level of information security. Unfortunately, modern systems of information security enable people to identify only obvious threats, while hidden threats often remain uncovered by them. It is very difficult to overcome such threats as they require analytical sociological studies, which make it possible not only to identify causes and consequences, but also to find out mechanisms to block information threats to a certain social group or society in general. Such an approach requires considerable investment and deep sociological understanding of dangers that these threats can bring on to society moral foundations. Traditionally experts treat this significant problems as an unsolvable one. This way an administrative inertia is formed, resulting in increase of hidden information threats. Consequently, a catastrophically negative tendency is created, hampering the development of local communities or society in general.
