The article made an attempt to disclose the terms of lending carried out by the State Bank and its local branches, using archival materials. According to the period of the new economic policy, a lot of scientific research was carried out and gradually in the scientific world there was a fairly stable belief that everything was studied, practically there were no unexplored topics and problems associated with this period. However, it turned out that in the history of the new economic policy, in the circumstances of its beginning and sudden completion, more and more new, insufficiently studied pages open up. Previously and currently financial, credit and monetary relations remain the most complicated ones. But how lending was organized during period under the study convinces researchers that it contributed to the revival of agriculture. The State Bank strictly controlled the size of loans to the Agricultural Bank and other banks, preventing their oversupply.
